    This is a complicated statement from the article: “Social entrepreneurship in India is emerging primarily because of what the government has not been able to do. The government is very keen on promoting social entrepreneurship – not necessarily by funding it or by advising on it or enabling it. What they do do, is not disable it.” Does this mean there are non-disablers in key positions in government? Who are these heros? It would be useful to find the most powerful non-disablers in government to remove the disablement of foreign debt so that early stage low interest debt could be a factor in developing social enterprises.

    I interpreted that statement to mean that the government does not create any legislation to hinder the growth of social enterprises. Instead of actively working to support social enterprises, the government takes a hands-off approach. Getting the government more invested in supporting social enterprises, whether that be by removing foreign debt or something else, would strengthen the sector.
